Trump's proposals to Iran to bring it back to the negotiating table

The Trump administration has discussed providing Iran with access to up to $30 billion in loans, easing sanctions on it to build a nuclear power program, and freeing up billions of dollars in Iran's restricted funds, all to bring Tehran back to the negotiating table, CNN reported, citing four sources.

The sources said that key U.S. and Middle East players have been talking behind the scenes with the Iranians even as Iran and Israel have been waging a wave of military strikes in the past two weeks. The sources said that those discussions have continued since the ceasefire agreement was signed this week. Trump administration officials stressed that several proposals have been put forward.

They are preliminary and evolving, with one consistent non-negotiable negotiating point: zero uranium enrichment in Iran.

But at least one preliminary draft proposal, described to CNN by two sources, includes several incentives for Iran. Some details were discussed during a secret, hours-long meeting between U.S. special envoy Steve Witkoff and Gulf counterparts at the White House last Friday, the day before U.S. military strikes on Iran.

Among the terms being discussed, which have not been previously reported, is an estimated $20 billion to $30 billion investment in Iran's new unenriched nuclear program, which would be used for civilian energy purposes, Trump administration officials told CNN.

Other incentives include the possible lifting of some sanctions on Iran and allowing Tehran to access $6 billion currently held in foreign bank accounts that it is prohibited from using freely.
