On June 30, 2025, the Minister of Foreign Affairs of the Republic of Armenia, Ararat Mirzoyan, and the High Representative of the European Union for Foreign Affairs and Security Policy, Kaja Kallas, met in Yerevan. The visit and the discussions marked a significant turning point in the relations between Armenia and the European Union.
The Minister and the EU High Representative emphasized that Armenia and the EU have never been closer.
Minister Mirzoyan and the EU High Representative Kallas announced the conclusion of negotiations on an ambitious new Partnership Agenda between Armenia and the European Union. This comprehensive framework testifies to the mutual desire to elevate relations to a new level. It reflects the European aspirations of the Armenian people, as confirmed by the RA Law on the launch of Armenia’s accession process to the European Union.
A shared vision for a deeper partnership
The new Partnership Agenda formulates a vision for a deeper, more substantial, and diversified partnership. It aims to realise the full potential of the Comprehensive and Enhanced Partnership Agreement (CEPA) by focusing efforts on strengthening Armenia’s resilience, sovereignty, territorial integrity, and sustainable development. Armenia will continue to work closely with the European Union to promote a more secure, prosperous, and democratic future, while also contributing to peace and stability in the South Caucasus.
Priority areas of cooperation
The Partnership Agenda outlines concrete cooperation actions spanning several areas and encompassing a broad range of shared interests. The main priorities include:
- Strengthening democracy, human rights, and good governance: strengthening the rule of law, promoting justice sector reforms, fighting corruption, and ensuring the protection of fundamental freedoms.
- Promoting freedom, mobility, and security, and promoting a structured dialogue on visa liberalisation, strengthening border management, and deepening law enforcement cooperation to combat organised crime and other common security challenges.
- Deepening foreign and security policy cooperation: launching a new phase of collaboration in the security and defence sector to enhance Armenia’s resilience and stability, as well as to counter hybrid threats and external information manipulation.
- Promoting economic resilience and connectivity: fostering sustainable financial growth through enhanced connectivity in the transport, energy, and digital sectors, in line with the EU’s Global Gateway Strategy and Armenia’s Crossroads of Peace initiative.
- Enhancing trade and economic integration: further diversifying bilateral trade and improving market access, including through gradual approximation to EU standards and technical regulations.
- Promoting people-to-people contacts: promoting deeper ties between societies through enhanced cooperation in the fields of research and innovation, education and youth mobility, as well as culture.
Next steps
Following the conclusion of the negotiations, the agreed-upon text of the Partnership Agenda will undergo the relevant internal procedures of the Republic of Armenia and the European Union. Once adopted, the Agenda will serve as a guideline for cooperation.
